This approach is an absolute nonsense as it depends on the strength of each individual color. Even a basic knowledge of color mixing would show this to be another example of the poor advice which is so often given. Even if you were able to measure paint out to this degree and it did give the specified color, it would be one hue amongst the vast range which might be employed in a painting.
